Captivated by the grandeur of Mount Ijen and his experience managing the "Ijen Shelter" guesthouse, Justice began interacting intensely with international tourists. To provide the best experience for his guests, he even started his career as a pro bono guide just to hone his skills and knowledge.
Over the course of six years, Justice built his credibility as a professional tour planner and trusted tour guide for European tourists, eventually expanding his reach through global platforms like Airbnb Experience. He identified a significant challenge in the field: the gap between local Ijen guides stationed at the parking area and city-based guides. City guides were often perceived to have higher service standards due to their closer proximity to major tour operators and travel agencies.
Driven by the desire to bridge this gap—by bringing agency-level professionalism to the local level—Justice invited fellow guides friends to unite. By operating under an official entity like PT. Locatour Indonesia Bisa, the service quality of every guide can be strictly monitored and maintained according to corporate operational standards. This provides a higher guarantee of safety and comfort for travelers compared to using independent services that lack institutional oversight.
This vision of creating an organized and high-quality guide ecosystem finally came to life on October 25, 2024, when the company was officially established under the Ministry of Law and Human Rights of the Republic of Indonesia.
